The Fundo Soberano de Angola and the Africa Sovereign Investors Forum announced this week that the ASIF 5th Annual Meeting, scheduled for 5–7 July 2026, in Luanda, has been postponed. The reason: the ongoing Ebola Virus Disease outbreak in Central and East Africa, and its direct effect on international travel advisories and public health risk perception. No new date has been confirmed.

The announcement came through the event’s official website. It was blunt and brief. The decision, FSDEA said, was taken in close consultation with ASIF. No political weight was added to the language. A public health situation made convening a major international forum in Luanda, at this moment, an unreasonable ask of the delegations expected to attend.

What Was Supposed to Happen in Luanda

The meeting was not a conference in the generic sense. It was the fifth annual gathering of Africa’s sovereign wealth funds, pension funds and long-term institutional asset allocators, convened under the theme “Strategic Allocation in a Constrained World: Leveraging Africa’s Resources for its Structural Transformation.”

Angola’s own sovereign wealth fund, FSDEA, was the host — a decision that placed Luanda at the centre of a conversation about how Africa’s own institutional capital can be redirected from external dependency toward continental investment. The agenda was built around that specific argument: that African SWFs and pension funds already hold the capital foundations to finance infrastructure, energy systems, agro-industrial chains and industrial capacity — if they coordinate, if they move.

The speaker list was among the most substantive assembled in Luanda in recent years. The keynote was to be delivered by Prof Benedict Okey Oramah, the former president and chairman of Afreximbank. Dilma Rousseff, president of the New Development Bank, was listed as a tentative speaker. Representatives of sovereign funds from Rwanda, Zimbabwe, Ethiopia, Egypt, Senegal and Botswana were confirmed.

The planned fireside chat between ASIF chairman Obaïd Amrane and Aliko Dangote — founder and CEO of Dangote Industries — was the event’s most commercially significant moment. Dangote was set to present the Dangote Refinery and Petrochemical Company FZE ahead of a proposed USD 5 billion IPO, with the explicit objective of broadening African institutional participation in the transaction. The message embedded in that session was straightforward: Africa’s largest industrial asset going to market, seeking African capital, in an African city.

That conversation will now happen elsewhere, or later.

The Ebola Factor

The EVD outbreak currently active in Central Africa — primarily in the Democratic Republic of Congo and Uganda, with cross-border risk into neighbouring countries — has triggered a series of travel advisories across the international community. The Africa CDC has publicly urged member states to reinforce border screening. The SADC Emergency Response Team was deployed to Mozambique and South Africa earlier this year following floods and the health security situation across the region.

For a forum drawing sovereign fund managers and institutional investors from Europe, the Gulf, Asia and across Africa, the travel advisory environment matters practically, not theoretically. A single affected delegation declining to attend, or a single government advising against non-essential travel, changes the calculus for an organizer responsible for the event’s credibility and participant safety.

FSDEA made the call. It was the right one.

The cost, however, is real. Momentum around events like this is not stored indefinitely. The ASIF Investment Platform — the coordinated capital deployment mechanism this forum was designed to anchor — was due to receive new signatures on Day 2. The Angola Dedicated Session, a full morning block on July 7th, had been designed as a showcase for Angola’s investment pipeline to a room of institutional investors who rarely convene in the same space. Both are now pending.
